Dear Member of Congress,
As your constituent, I am writing to ask that you co-sponsor the Craft Beverage Modernization and Tax Reform Act (S.236/H.R. 747). The bill was introduced by Senators Ron Wyden (OR) and Roy Blunt (MO), and Representatives Erik Paulsen (MN-3) and Ron Kind (WI-03).
We applaud these members of Congress for their leadership in introducing legislation that carefully recalibrates and updates the federal excise tax on alcohol and reduces the administrative and regulatory burdens for brewers, importers, and other craft beverage producers. This common-sense, forward-looking approach will help America’s brewing industry, which supports more than 1.75 million jobs and pours nearly $253 billion into the nation’s economy.
Today, on a national average, more than 40 percent of what consumers pay for a beer at retail goes to taxes of some form. That includes the federal excise tax, which adds $1.31 per case to the cost of most beer sold in the United States. That makes taxes the most expensive ingredient in beer today.
The bill reduces the federal excise tax to $3.50/barrel on the first 60,000 barrels for domestic brewers producing fewer than 2 million barrels annually; and reduces the federal excise tax to $16 per barrel on the first 6 million barrels for all other brewers and all beer importers. The bill also updates federal regulations for beer: allowing for simplified bookkeeping for brew pubs, simplifying the TTB processes for bonding requirements and adding beer ingredients, and easing the restrictions on transferring beers between bonded facilities.
We expect the Craft Beverage Modernization and Tax Reform Act to enjoy broad, bipartisan support and we intend to work together as an industry toward that end.
